Site Plan: that includes tent locations, tent sizes, location of generators, location of temporary electrical wiring, location of inflatables, how items will be secured, and route map (if applicable). The site plan will be reviewed by the city-wide team to ensure safety for event participants. On your site plan, please include the following (if applicable): tent locations, booth locations, tent sizes, portable restrooms, location of generators, location of temporary electrical wiring, locations of inflatables, locations of fire extinguishers, how all temporary items will be secured (no staking is allowed), show any fencing or impacts to free ingress/egress to event, street closure, fenced area, signage, staging of equipment, and any additional items not included on this list.

Certificate of insurance: with a minimum of $1 million in coverage that lists the city of Isanti as certificate holder and additional insured. We also recommend that you collect certificates of insurance from vendors participating in your event.

Route Map: (Parades, Runs, Walks, Bike Rides) All activities in which participants will be following a course are required to attach a Rout Map and a written document of the proposed event route. All Proposed route maps are subject to approval. for a more detailed route map, use mapmyrun.com (this is a free website), Bing maps or Google maps. Include the location of persons assisting with crossing intersections.

Section 3 (events expected to exceed 1000 attendees, and/or have alcohol or intoxicating substances)

If intoxicating substances are being served or permitted; plans must include: Personnel Detail: Specify the number of security officers, volunteers, or staff, including their roles and positions. Site Plan/Map: A detailed map showing fencing, barricades, entry/exit points, emergency vehicle access, first-aid stations, and stages. Crowd & Access Control: Plans for bag checks, ID checks for alcohol (including wrist banding and ID scan), and managing capacity limits. Emergency Procedures: Detailed protocols for medical emergencies, evacuations, severe weather, or security incidents (e.g., unruly participants). Traffic and Parking: Plans for parking management, shuttle services, and street closures if necessary,

If your event will use, cross or impact roadways, please submit a traffic plan with your site map. Once we receive your site map and special use application, we may reach out with additional questions. An internal review will take place with city staff approval. Larger events may require a meeting discussing logistics.

Section 4 (Common Paperwork & Permits)

Tents: Any temporary tent over 400 sq. ft. with enclosed side walls and any open canopy tent over 700 sq. ft require Building Permits and Fire Approval. All tents must be weighted as required by manufacturer's specifications. Staking may not be allowed on parkland, staking is not allowed on city streets or trails.

Food Trucks (mobile food units): Aside from food licenses, food trucks are required to display: Current Electrical Inspection sticker from the MN Dept of Labor and Industry. A mobile food unit permit is required by the city unless the applicant provides a list of all vendors and assumes their liability while at their event. All mobile food units must follow regulations by the state of MN a City Code ch.245.

Police Services: If you will need Police Services to support your event or assist with traffic control, please reach out to the police department

Alcohol: the consumption or sale of alcoholic beverages at the event must be accompanied by a liquor license application, if required, and follow regulations in City Code Ch.76. If alcohol will be sold or served, the applicant must have liquor (dram shop) insurance providing coverage of at least $1,000,000.00 per occurrence, along with the applicable license required under the City Code and State law.

Fire Services: If you plan to have fireworks and/or propane at your event, a permit and inspection fees may apply. Please contact the Fire Chief, Isanti Fire District for more details. The applicant shall, at its own expense, take adequate steps to ensure fire protection as determined by the Fire District Chief.

Property Owner Permission: If you plan to use space that you do not own for your event, you will need to send correspondence from the property owner stating that they are giving you permission to use the designated space.

Gambling: the request to have gambling at the event must be accompanied by a Gambling Permit application and follow regulations in City Code Ch. 178.

Signs: All signs placed for the event must be included in the site plan and can only be placed on the day(s) the event is held on the application. Signs extending prior to the event require a temporary sign permit application from the city.
